Can I download only newly registered .int domains?

Not for this zone. Newly discovered .int domains are merged into the active list daily, but there is no separate new-domains file for .int. Daily new-domains lists exist for the zones marked as updated daily in the datasets catalog.

What format and size is the file?

Every .int domain list and dataset is a CSV file compressed with gzip (.csv.gz): the basic list has one domain name per line, the detailed dataset has one row per domain with the columns described in the dataset format details. Compressed, the current .int basic list is about 16 KB and the detailed dataset about 39 KB. Any archiver opens gzip files, for example the free 7-Zip on Windows, and the API can also serve the files uncompressed (format=plain).

Registration is strictly limited: an applicant must be an intergovernmental organisation established by a treaty between two or more national governments — for example the United Nations, NATO, the European Space Agency or the International Red Cross. As a result .int is one of the smallest TLDs, with a few hundred names, almost all of them official organisation sites.
